摘　　要：黄河上游地区具有两个战略作用,从地域上讲,是整个黄河流域的发源地;从国家发展规划上讲,是整个黄河流域生态治理的重要着力点。治理好黄河上游地区的生态问题,是统筹国家、人民、黄河三位一体布局的时代需要,同时也是治理黄河问题的历史延续与现实使命。但在其实施过程中依然面临着诸多困境与障碍。基于此,必须系统梳理出其中蕴含的四个重大关系,牢牢把握住人与自然和谐共生的立足点、坚持人民主体地位、完善治理制度、提升治理能力、培养生态意识五个着力点,为黄河流域的整体治理贡献出独特智慧与地区方案。The upper reaches of the Yellow River has two strategic functions.From the perspective of the region,it is the birthplace of the entire Yellow River Basin.From the perspective of national development planning,it is an important focus of ecological governance of the entire Yellow River Basin.Managing the ecological problems in the upper reaches of the Yellow River is an epochal need for coordinating the trinity layout of the country,the people,and the Yellow River.It is also the historical continuation and realistic mission of managing the Yellow River problems.However,it still faces many difficulties and obstacles in its implementation.Based on this,we must systematically sort out the four major relationships contained in it,firmly grasp the foothold of harmonious coexistence between man and nature,adhere to the people’s subjective status,improve the governance system,improve governance capabilities,and cultivate ecological awareness.The overall governance of the river basin contributes unique wisdom and regional solutions.
