产学研合作与企业创新——基于企业博士后工作站的研究

摘　　要：建立产学研协同创新网络是国家创新系统有效运行的重要环节,也是推进国家治理体系和治理能力现代化的重要支撑。近年来,我国产学研合作发展迅速,取得了一系列成效,但产学研协同创新效率不足,对于企业的技术创新支撑效应不显著。成立企业博士后工作站,建立企业、大学与科研院所之间的交互协同网络是解决这一问题的主要途径之一。研究发现:企业博士后工作站作为企业创新的中间网络,显著提升了企业创新能力。主要表现在:相比于国有企业,产学研合作对于民营企业的促进作用更强;机构投资者持股比例越高,产学研合作对于企业创新能力的提升作用就越强;拥有学术背景的高管数量越少,产学研合作对于企业创新能力的提升作用就越强;政策环境能够调节产学研合作对企业发明创新能力和设计创新能力的影响作用,表明政策支持有助于产学研合作,优化企业创新结构,提升企业真实创新能力。Innovation based on Industry-University-Research collaboration(IURC)is a crucial link in an effective national innovation system and one significant support for the modernization of national governance system as well as national governance capability.Recently,Chinese IURC developed fast with certain results,but there still exists many issues leading to the insufficiency of the synergistic innovation and a light effect on enterprises’ innovation.Given that,establishing the enterprise postdoctoral workstation,which can build an interactive collaboration network among enterprises,universities and research institutes,is one fundamental way to solve this problem.The paper found that,as the hybrid-network of firm innovation,enterprise postdoctoral workstation significantly improves firm innovation ability.Specifically,the positive effect of IURC on firms’ innovation is stronger for private firms than state-owned enterpries,and also greater for firms with higher institutional ownership and who have less top managers with academic background.Furthermore,the paper found that policy support facilitates the role of IURC in influencing firms’ innovation ability,especially for invention and design ability,which indicates that policy support is beneficial to facilitate IURC,optimize the structure of enterprise innovation and improve firms’ true innovation ability.
