从“管理民主”到“治理有效”:新时代农村民主治理的继承、调适与超越

摘　　要：社会主义新农村对农村治理的要求是“管理民主”,新时代乡村振兴战略对农村治理的要求是“治理有效”。“管理民主”是指向“程序正义”,强调农村民主治理朝着规范化、制度化方向发展的要求;“治理有效”是指向实现农村善治,强调将“乡村治理依靠农民”的民主与“乡村治理为了农民”的民主结合起来。“治理有效”继承了“管理民主”的“程序正义”理念,并在此基础上对农村民主治理的实践之策做了理性调适。当然,“治理有效”对“管理民主”不仅是一次理想的继承、一次理性的调适,更是一次积极的超越。The requirement of new socialist countryside for rural governance is“democratic management”and the requirement of rural revitalization strategy in the new era for rural governance is“effective governance”.“Democratic management”is“procedural justice”oriented,emphasizing the standardized and institutionalized development of rural democratic governance;“effective governance”orients to good rural governance,emphasizing the combination of democracy of“rural governance depending on peasants”and democracy of“rural governance for peasants”.“Effective governance”inherits the concepts of“democratic management”and“procedural justice”,based on which rationally adjusts the practice of rural democratic governance.Of course,“effective governance”is not only an ideal inheritance,a rational adjustment,but also the positive transcendence of“democratic management”.
