高校政府采购评审专家管理中存在问题与改进措施

摘　　要：加强政府采购专家管理与评审规范,对加强政府采购具有重要作用。通过分析政府采购专家库建设及执行能力方面存在的不足,提出建立动态的专家管理模式、优化专家库的配备结构、提升回避制度的执行质量等,实现政府采购结果的客观公正,促进高校教育事业的健康发展。Strengthening the normalization of government procurement experts’ management and assessment is of great significance for improving the government procurement work.This paper analyzes the shortcomings in the construction and implementation of the government procurement expert database and proposes to establish a dynamic expert management model,optimize the structure of the expert database,and improve the implementation quality of the avoidance system to achieve an objective and fair government procurement results to promote the healthy development of college education.
