多种环境信息管理系统的数据智能分析研究——基于四川省第二次全国污染源普查数据采集与管理系统整合

摘　　要：对第二次全国污染源普查、环境统计、排污许可证管理等多个环境信息管理系统进行了梳理和现状分析。结果表明第二次全国污染源普查系统缺乏后期数据动态更新,降低了应用价值;环境统计数据真实性有待检验,系统结构老旧,存储空间不满足要求;排污许可证系统专业性要求高,且系统数据待填充;固定污染源综合监管平台和重点污染源监测数据管理与共享平台统计源不全面,源指标不充分;重点区域、流域环境监测自动站针对水和大气环境质量现状,缺乏污染源产排量信息;各数据系统存在管理应用系统、数据库和管理层级多样化,数据指标和采集范围不统一等问题。以问题为导向,提出包括数据归集技术、数据清洗技术、数据展示技术、数据安全性保障等步骤的数据智能分析研究方法,探索生态环境大数据管理的应用前景,助力精准治污。The paper reviewed several environmental information management systems including the second national pollution census of,environmental statistics,and pollution permit management.The results show that the second national pollution census system lacks late-stage data dynamic updates,which reduces the application value.The authenticity of environmental statistics data needs to be tested.The system structure is old,and the storage space does not meet the requirements.The sewage permit system has high professional requirements,and system data needs to be enriched.The integrated monitoring platform for fixed pollution sources and monitoring data management and sharing platform for key pollution sources are not comprehensive.The source indicators are insufficient.Key areas and river basin environmental monitoring automatic stations are targeted at the current status of water and atmospheric environmental quality,and lack the output of pollution sources information.Various data systems have problems such as diversified management application systems,databases,and management levels,and inconsistent data indicators and collection ranges.Based on the problem,this paper proposes data intelligent analysis and research methods including data collection technology,data cleaning technology,data display technology,and data security guarantee.It explores the application prospects of ecological environment big data management and helps accurate pollution control.
