摘　　要：建立健全大病保障体系是防止人民群众因病致贫、因病返贫的重要举措之一。作为我国基本医疗保障制度的拓展和延伸,大病保险制度在覆盖范围、筹资渠道、保障水平、减贫济困、管理体制等多方面取得了突破性进展,但保障效果依然有限。2020年2月14日习近平主持召开中央全面深化改革委员会第十二次会议明确指出要健全重大疾病医疗保险和救助制度。本文建议通过优化大病保险运行机制、夯实重特大疾病医疗救助、大力推进商业大病健康保险的发展、积极探索大病互助模式,构建“大病保险+大病医疗救助+商业大病保险+大病互助”的多层次大病保障体系。It is one of the important measures to establish and improve the system of critical illness security to prevent people from poverty and returning to poverty. As the expansion and extension of China’s basic healthcare security system, the critical illness insurance has made breakthroughs in coverage, financing channels, security level, poverty alleviation and poverty relief, management system, etc., but the security effect is still limited. In February 14, 2020, Xi Jinping chaired the twelfth meeting of the Central Committee for Comprehensively Deepening Reform, and pointed out clearly that medical insurance and assistance system for critical illness should be improved. We suggest to optimize the operation mechanism of critical illness insurance, consolidate the medical assistance for critical illness, vigorously promote the development of commercial critical illness medical insurance, actively explore the mode of mutual assistance for critical illness, thus building a multi-level critical illness security system of " critical illness insurance + medical assistance for critical illness + commercial critical illness insurance + mutual assistance for critical illness ".
