摘　　要：随着世界多极化、经济全球化和社会信息化不断发展,国家利益的内涵和外延大为拓展,传统外交从内容到形式都发生重要变化,其中以地方城市为代表的次国家行为体以其灵活多样、润物无声的独特优势,走上外交前台,发挥越来越重要的作用。2014年5月,习近平主席在中国国际友好大会暨中国人民对外友好协会成立60周年纪念活动上发表重要讲话,指出要“更好推进民间外交、城市外交、公共外交,不断为中国民间对外友好工作作出新的更大的贡献”。2019年,城市外交作为中国特色大国外交的有益补充,实践越来越丰富,经验越来越成熟,开始从平面走向立体。With the continuous development of multi-polarization,economic globalization and social informatization in the world,the connotation and extension of national interests have been greatly expanded,and traditional diplomacy has undergone important transformations from content to forms.Among them,sub-national actors represented by local cities have unique advantages on diplomacy with flexibility,diversity and quiet but deep-going effect.Local cities now have stepped onto the diplomatic stage and are playing an increasingly important role.In May 2014,President Xi Jinping delivered an important address at the China International Friendship Cities Conference&the 60th Anniversary Commemoration of the Establishment of the Chinese People’s Association for Friendship with Foreign Countries,pointing out that we should“better promote people-to-people diplomacy,city diplomacy and public diplomacy,and make new and greater contributions to China’s non-governmental international friendship building.”In 2019,as a useful supplement to major nation diplomacy with Chinese characteristics,city diplomacy has become more varied in practice and more mature in experience,and has begun to develop from a flat level to a three-dimensional level.
