摘　　要：万里长江浩荡东去,过夔门出三峡,跨过大陆地势的第二台阶,就此从上游进入中游,奔向平坦广阔的平原。而重庆居于中上游之间要冲,辖域内长江流程679公里,是守住上游生态环境安全的关键。筑牢长江上游重要生态屏障,强化"上游意识",担当"上游责任",是我们不可回避的使命。要在推进长江经济带绿色发展中发挥示范作用,其中的关键环节是打赢污染防治攻坚战、着力解决突出环境问题,高水平保护和高质量发展并重,在生态优先、绿色发展上力争上游、勇当表率。The Yangtze River,which flows eastward from the upper reaches into the middle reaches,passing the Kuimen and the Three Gorges,the second step of the mainland terrain,towards the flat and vast plain.The Chongqing city,located at the hub between the middle and upper reaches,with 679 kilometers of Yangtze River flowing within its jurisdiction,is the key to protect the ecological environment in the upper reaches.It is our unavoidable mission to build up the major ecological barrier in the upper reaches of the Yangtze River,strengthen the"upstream consciousness"and take on the"upstream responsibility".
