摘　　要：现行公务卡结算系统是切实践行中央八项规定的重要措施。它从源头上防范了相关财务风险,使资金使用更加透明,是一种防止腐败和加强预算单位财务管理的有效制度。然而,从2007年5月14日,央行和财政部联合召开了全国公务卡应用推广会议以来,已经过去了13年。在实践中存在的老问题、新问题都阻碍了公务卡的发展。我们需要继续支持公务卡制度推进、完善国库集中支付系统,改善支付环境,规范预算管理,建立公务卡改革共同推进机制。The current official credit card settlement system is an important measure to implement the eight regulations of the central government.It is an effective system to prevent corruption and strengthen financial management of budget units.However,it has been 13 years since the central bank and the Ministry of Finance jointly held the national official credit card application and Promotion Conference on May 14,2007.In practice,the old problems and new problems hinder the development of official credit card.We need to continue to support the promotion of the official credit card system,improve the centralized treasury payment system,improve the payment environment,standardize budget management,and establish a common promotion mechanism for official credit card reform.
