摘 要:解决农村学校校舍闲置须正视舆论,探明学龄人口数降低、人口向城性流动激增、村镇与乡校布局调整、教育内在变革等农村校舍闲置根源。在对闲置校舍政策检视基础上,基于产权和综合利用价值,建立理解农村闲置校舍问题的"四象限分类框架",明确闲置校舍土地和建筑物的法理确权思路;采取"登记优先法"和"申报优先法"分类推进产权确认工作,形成基于社会功能、地理位置和综合利用价值分类的顺序利用策略;有效化解增多且问题形态日益严峻复杂的农村校舍闲置难题。To tackle the problems of idle school buildings in China’s rural areas,we need to pay attention to public opinion,and find out the root cause of idle school buildings in rural areas:decreased school-age population,the rapidly increasing population mobility towards cities,the adjustment and distribution of townships and rural schools,and the internal changes in education. Based on the study of the policy for idle school buildings in rural areas,their property rights,and their comprehensive utilization,we need to establish a "diagram for the four-quadrant classification framework," clarify the approaches to the determination of their property rights,push forward the confirmation of their property rights by means of "registration first" and "declaration first," develop strategies for their utilization based on social functions,geographical locations,and comprehensive utilization according to the value of classified idle school buildings,and tackle the increasing and complex problems involving them.
