摘  要:教育战略规划是党和国家对教育的全面领导、宏观调控、战略管理的有效手段,是教育领域资源配置、社会利益关系调整、确定教育发展目标的重要政策工具。改革开放以来,我国先后制定了五个具有纲领性的教育战略规划。权威性、纲领性、科学性、战略性是其特征;坚持中国特色社会主义办学方向、教育优先发展、以人为本、促进公平、依法治教是其价值理念。实践证明,我国五个纲领性教育规划准确判断了我国教育改革发展的外部环境和实践基础,科学提出了我国教育改革发展的战略目标和战略主题,明确了我国教育改革发展的主要任务和改革重点,在推动教育改革和教育发展进程中发挥了引领作用。Education Strategic Planning is an effective means of the overall leadership,macro-control and strategic management of education by the Party and the state.It is also an important policy tool for the allocation of resources in education,the adjustment of social interest relations and the educational development goals.Since the reform and opening up,China has successively formulated five programmatic educational strategic plans,which are authoritative,programmatic,scientific and strategic.Value was put on adhering to the Party’s overall leadership,giving priority to development,putting people first,promoting fairness and administering education according to law.Practice showed that these plans made correct judgement on the external environment and practice basis of China’s education reform and development,put forward the strategic objectives and themes for education reform and development on a scientific basis,nailed down the main tasks and priorities for education reform and development,and played a leading role in promoting the education reform and development process.
