独立学院转设产权及利益关系分析——基于公共政策的执行博弈理论模式

摘　　要：独立学院的发展存在着不同的利益群体,不同利益方的相互博弈是独立学院存在的现实问题,从博弈论的视角来看,独立学院转设政策的执行是一个典型的利益博弈过程,政策执行过程中不同利益主体之间形成了"利益博弈"的局面,这种博弈在独立学院的产权制度方面体现得尤为突出。在转设过程中,以产权为争夺核心的相关利益者之间存在多种博弈关系,这些利益博弈是制约当前独立学院转设政策执行的严重障碍,在独立学院"转设政策"执行中,以产权为核心影响政策执行的主要因素包括独立学院本身、母体高校和投资方等,他们之间的相关利益博弈是决定独立学院转设政策执行效果的主要因素。因此,独立学院转设政策的实现需要满足以上各个利益相关者的利益诉求,缓解相关利益主体的矛盾冲突,使其在利益博弈的基础上达到一种相对均衡的状态,以保证转设政策有效执行。There are different interest groups in the development of independent colleges,The game between different interest parties is the realistic problem of independent colleges.From a game theory perspective,the implementation of the policy of independent colleges transfer is a typical process of interest game,in the process of policy implementation,the situation of"interest game"is formed among different interest subjects,which is particularly prominent in the property right system of independent colleges.In the setting process,there are many kinds of game relations among the stakeholders who take property right as the core,these interest games are serious obstacles to the implementation of the policy of transferring independent colleges.In the implementation of the"transfer policy"of independent colleges,the main factors that affect the implementation of the policy with property rights as the core include the independent colleges themselves,the parent universities and the investors,etc.Therefore,the realization of the policy of independent colleges transfer needs to meet the interest demands of the above stakeholders,alleviate the conflicts of relevant interest subjects,and achieve a relatively balanced state on the basis of interest game,so as to achieve the effective implementation of the policy of transfer.The implementation of the transfer policy should be promoted with the property right system of independent colleges.
