摘　　要：结合"双一流"建设背景下高校的发展情况,以人事管理改革为出发点,分析了人事档案利用的优势、劣势、机遇及挑战,探讨人事档案的利用价值与发展现状,以期推进人事档案管理工作科学化、制度化、规范化。Based on the development of universities under the background of “double first-class” university construction, the paper starts with personnel management reform, uses SWOT to analyze the strengths, weaknesses, opportunities, and challenges of personnel archives utilization, and discusses the utilization value and development status of personnel archives in order to promote the scientization, institutionalization, and standardization of personnel archives management.
