摘 要:加强长三角区域河流与海湾河口的生态环境共保联治已成为区域一体化发展的关键所在。通过对我国东部近岸海域水污染现状及污染源进行对比研究发现,位于长三角区域的东海近岸海域的污染最为严重,且海域污染物主要来自陆源污染物。基于此,应从泛流域范围内进行环境容量的测算和环境容量权的设计,这是制定水污染总量控制制度的前提。而水污染总量控制制度,应通过建立考核机制、容量权分配机制、容量权交易机制等来实现。To strengthen the ecological environment co-protection and joint governance of the rivers and estuaries in the Yangtze River Delta is the key to the integrated development of this region.Through a comparative study on the current situation and the sources of water pollution in the coastal waters in East China,we find that the pollution in the coastal area of the East China Sea in the Yangtze River Delta region is the most serious,and the pollutants mainly come from land-based sources.Based on this discovery,we proposes a calculation of environmental capacity and a design of environmental capacity right in this extensive basin area that are the premise of formulating the total water pollution control system.The control system of the total amount of water pollution should be realized through the establishment of assessment mechanism,capacity right distribution mechanism and capacity right transaction mechanism.
