摘 要:修订《学位条例》、制定《学位法》是中国教育领域的一项重要立法任务,是对学位制度改革进行的顶层设计。本文对《学位条例》实施40年以来的经验做法进行了回顾总结,对中国学位制度面临的发展形势和实践问题进行了分析评价。同时,基于宏观背景和发展趋势,以及具体问题和现实需求,从理论和实践的角度,对制定《学位法》的原则方向与主要问题进行了论证、分析,以期推动法律修订取得实质进展。The revision of the Regulations of the People’s Republic of China on Academic Degrees and the formulation of the Academic Degree Law is an important legislative task in the field of education and a top-level design for the reform of academic degree system in China. This paper reviews the experience and practice in the implementation of the Regulations on Academic Degrees over the past 40 years, and analyzes and evaluates the development situation and practical problems faced by the academic degree system in China. At the same time,based on the macro background and development trend, as well as the concrete problems and realistic demand, the principle direction and main problems concerning the formulation of the Academic Degree Law are demonstrated and analyzed from the angles of theory and practice, with a view to promoting substantive progress in law revision.
