摘  要:20世纪90年代中后期以来,我国台湾高等教育迅速由精英教育发展为大众化乃至普及化教育。与此同时,日趋严峻的高等教育质量问题越来越受到人们的关注。为提升台湾高校的教学质量,台湾地区教育主管部门推出了"奖励大学教学卓越计划"。该计划起步时间较早且持续时间较长,其实施过程取得的成效和存在的问题,为当前大陆正在开展的"双一流"建设提供了启示和借鉴,即在"双一流"建设中要注重价值取向由科研主导向教学为本回归、路径选择由宏观层面向微观层面转向、管理方式由静态管理向滚动晋升淘汰转变等。Since the middle and late 1990 s, Taiwan higher education has rapidly evolved from an elite form to a mass form, and to date a universal form. Nevertheless, during these transitions, there are several problems emerged in the quality of higher education, which has attracted more and more attention. In order to improve standards of teaching and the quality of learning in universities, in Taiwan, education authority has launched the"Teaching Excellence Universities Award"program. Considering the fact that the program has been matured and proven effective, the success of this program, together with the problems, provide an ideal reference for the"double first-rate"plan in the Mainland. The latter should devote itself to the reforms in value orientation,implementation pathways, and management style. Particularly, the teaching-oriented value orientation, the selective competition, and a series of detailed policies, should be established and carried out during the implementation of the plan.
