摘 要:县乡领导干部频现的避责行为,反映了我国公共行政系统调适滞后,掣肘着地方政府治理体系和治理能力现代化。县乡领导干部容错机制主要承担从避责到担责的“激励”功能,纠错机制主要承担从担责到创新的“学习转化”功能,二者互嵌一体。为进一步完善县乡领导干部容错纠错机制的正向功能,操作层次规则需要做好边界、选择、信息、报酬、聚合、范围6个方面的制度供给;具体运作机制需要借力绩效评估机制、激励机制、学习机制,并采取渐进调适的方式以实现有效嵌入。容错纠错机制的功能廓析与路径创新,有助于澄清学界的模糊认识,推动容错纠错机制落地增效,进一步调动县乡领导干部工作的积极性与创造性。The frequent occurrence of cases where officials at county and township levels try to shed or avoid their responsibilities shows a retardedness in China’s public administration system for making adjustments,which in turn disables the local governments to update their governance institutions and capabilities.The installation of a fault tolerance mechanism for county and township officials functions as an“incentive”system that encourages these officials to“take”rather than to“shed”their responsibilities,whereas the installation of a fault-correction mechanism functions as a system that allows these officials who have taken responsibilities to really“learn”from the faults or errors committed.The combination of the two mechanisms will function positively for correcting errors.Technically,there should be institutional guarantees in six areas to make this happen:the boundary line,the selection,the information,the rewards,the aggregation and the scope.Specifically,these mechanisms can work in conjunction with a performance evaluation system,an incentive system and a learning system for the officials to upgrade themselves.The installation of the mechanisms must be gradual,long-term and effective so that they can greatly promote the initiative and creativity of county and township officials.
