健康医疗大数据应用中的伦理问题及其治理思考

摘　　要：随着云计算、智能传感器和数据存储技术等的发展和应用,健康医疗大数据呈现出井喷式发展态势。健康医疗数据的共享和利用在医疗资源配置优化、临床决策辅助、医疗质量监控、精准医疗和疾病风险评估与预测等方面发挥了巨大作用,但同时也引发了数据安全、隐私窥视、数据独裁、数据主体自主权不足和社会不公平加剧等伦理风险和社会问题。建立健全人本原则、数据主体自主原则、公开透明原则、责任原则和安全保护原则,是有效规避健康医疗大数据应用伦理风险,以及推动和规范国家健康医疗大数据建设的重要路径。With the development and application of cloud computing,intelligent sensor,data storage technology,the healthy and medical data has shown a"blowout"type of growth.The share and application of healthy and medical data has played a great role in medical resource deployment optimization,clinical decision aiding,medical quality supervision and assessment,precision health care and disease risk assessing and predicating,and so on.However,it has also triggered a series of ethical risks and social problems,such as data security,privacy peeping,data dictatorship,data subject decision-making power damage,and social inequality aggravation.Establishing and perfecting humanistic principle,data subject autonomous principle,transparency principle,obligation principle and safety protection principle are crucial ways to effectively avoid ethical risks in the application of healthy and medical big data,and are also important ways to promote and standardize the construction of national healthy medical big data.
