摘　　要：突发的新型冠状病毒肺炎疫情给社会正常生活秩序和人民群众的身体健康带来了重大的影响,同时导致了一系列的社会和医学伦理问题,主要有公民行动权利限制、社会歧视与污名化、临床伦理难题、非疫患者的医疗保障、药物及其他科研伦理、医务人员的安全与补偿等。在解决这些问题的时候,需要新的思路与方法,特别是应当建立一套符合国情的突发公共卫生事件伦理规范指南体系,这一体系应当涵盖道德说明、基本原则和行为准则三个方面,希望可以为突发公共卫生事件的社会治理提供有效的伦理支持。The outbreak of COVID-19 has brought great influence to our country’s social life order and people’s health.At the same time,it led to a series of social and medical ethical issues,such as:restrictions on citizens’right of action,social discrimination and stigmatization,clinical ethics problems,medical security for non-epidemic patients,drugs and other research ethics,safety and compensation of medical personnel,etc.In order to solve these problems,new ideas and methods should be needed,especially a set of ethical norms and guidelines for public health emergencies in line with China’s national conditions.This system should cover three aspects,including:moral explanation,basic principles and code of conduct,so as to provide effective ethical support for the social governance of public health emergencies.
