走向共赢:地方的经验和智慧--基于中越跨界民族劳工跨界流迁问题的讨论

摘　　要：21世纪初以来,中越边境地区越南劳工基于经济动机的跨界流迁数量正呈倍增趋势,这是"中国-东盟命运共同体"战略下中越跨界民族"合作共赢"需求的产物,也是全球化发展的必然结果。中越边境跨界民族劳工跨界流动网络的形成,推动了云南、广西边境各州市分别与毗邻的越南边境省市签署了跨境劳务合作协议,在边境跨国民族地区先行先试开展跨境劳务合作,积累了跨界民族劳务合作的地方经验和智慧,形成了中越跨界民族互利共赢的模式和机制。这一趋势也说明,"共商共建共赢共享"作为一种新态势,引领边境空间进入一个新的重塑之境,国家战略、地方利益和跨界民族"互动合作"的价值将越来越凸显,为建构"中国-东盟命运共同体"提供了有效的地方实践路径。As the inevitable outcome of globalization and a response to the need for " Win-win Cooperation"between Chinese and Vietnamese cross-border ethnic groups under"China-ASEAN Community of Shared Future"strategy,the economically motivated transboundary migration of Vietnamese workers along the China-Vietnam border is doubling in number. Driven by the self-assembling network of transboundary labor migration in Chinese and Vietnamese cross-border ethnic areas, the border cities of Yunnan and Guangxi signed agreements with neighboring provinces and cities in Vietnam and took a lead in cross-border labor service cooperation in cross-border ethnic areas, accumulating regional experience and wisdom in cross-border ethnic labor service cooperation, and exploring a mutually beneficial pattern and mechanism for cross-border ethnic cooperation between China and Vietnam. On the other hand, it is clear that the new trend of "extensive consultation, joint contribution and win-win sharing"will continuously reshape the cross-border areas,increasingly highlight the value of national strategy, regional interests and "interactive cooperation"in cross-border ethnic groups, and provide an effective regional practice for the construction of"China-ASEAN Community of Shared Future".
