15所副省级城市大学本科教学质量保障体系探析——基于2017—2018年度《本科教学质量报告》的文本分析

摘　　要：以15所副省级城市大学为研究对象,对其2017—2018年度《本科教学质量报告》进行文本分析。选取责任主体、质量标准、评价与监控方式、内部质量保障体系、信息收集渠道、专业评估与认证、激励机制7个部分为“质量保障体系”观测点;目标决策系统、资源保障系统、质量监控系统、信息反馈系统4个部分为“教学质量保障体系”观测点,考察城市大学本科教学质量保障体系的建设情况。当前,城市大学本科教学质量保障体系建设还存在体系趋同严重、“城市大学”特色缺乏、外部评价机制尚不完善、内部体系建设有待加强等问题,进而提出城市大学质量保障体系应由“外构”到“内生”“被动”到“主动”“传统”到“现代”来建构和完善。Based on the research object of fifteen universities in sub-provincial city,this paper analyzes the text of“undergraduate teaching quality report”from 2017 to 2018,and selects seven parts as the observation points of“quality assurance system”,including responsibility subject,quality standard,evaluation and monitoring method,internal quality assurance system,information collection channel,professional evaluation and certification,incentive mechanism,and selects four parts as the observation points of“teaching quality assurance system”,including target decision-making system,resources assurance system,quality monitoring system and information feedback system,which investigate the construction of undergraduate teaching quality assurance system in urban universities.At present,urban system still exist in the undergraduate teaching quality guarantee system of convergence is serious,lack of“university city”characteristics,external evaluation mechanism is still imperfect,internal system construction should strengthen,and then puts forward the construct and perfect of quality guarantee system in city university should be from“external structure”to“internal structure”,“passive”to“active”,“traditional”to“modern”.
