摘　　要：新时代社会主要矛盾已经转变为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾,保障和改善民生成为解决社会矛盾和促进社会发展的根本工作。在保障和改善民生问题上,县级政府担当"答卷人",需要明确时代对保障和改善民生的"出卷",从制定和推行就业政策、完善社会保障体系、创新社会管理能力进行"答卷",才能让人民群众给出满意的"阅卷"分数。The main social contradictions in the new era have been transformed into the contradiction between the people’s growing need for a better life and the unbalanced and inadequate development. Guaranteeing and improving people’s livelihood has become the fundamental work to solve social contradictions and promote social development. On the issue of guaranteeing and improving people’s livelihood, the county-level government acts as "respondent". It is necessary to clarify the "papers" of the times for guaranteeing and improving people’s livelihood. Only by "answering the papers" from formulating and implementing employment policies, improving social security system and innovating social management ability can the people give satisfactory "marking" scores.
