生态补水水价形成机制初步探索

摘　　要：随着国家大力推进生态文明建设,河湖生态补水行为日益增多,生态补水水价问题日渐受到关注。选取分析了部分生态补水实践案例,论述了生态补水水价制定的必要性,提出了生态补水价格制定原则和水价形成机制的思路,从水价管理规范的修改完善、峰谷水价、生态补水费用筹措等方面提出了相关建议。Along with initiation of ecological civilization in China, the cases of ecological water allocation to rivers and lakes has been increasing. More and more attention has been paid on the pricing of ecological water allocation. By analysis of a number of cases, the necessity of establishing water pricing mechanism for ecological water are expounded with pricing principle and mechanism, as well as suggestions in terms of revision of rules and regulations, defining of water charges at peak time and fund raising for ecological water allocation.
