三螺旋模型视角下的创新创业与民族地区卫生健康促进研究——以中国“互联网+”大学生创新创业项目复盘探析为例

摘　　要：卫生健康发展是决胜全面建成小康社会的关键,在广大少数民族地区,重大疾病、慢性病是群众致贫、返贫的主要原因.本文复盘中国“互联网+”大学生创新创业大赛赴民族地区医疗实践获奖项目,探析创新创业实践项目的创意、目标进展回顾、成果评估情况,基于三螺旋模型(Triple helix model)理论,促进高校、政府、企业三方耦合交互创新构建民族地区卫生健康管理新模式,实现精准医疗技术与“互联网+”有机结合,解决互联网+新模式下破解因病致贫返贫问题的现实困境.The health development is explicitly regarded as one of the major strategies to achieve the decisive victory in building a moderately prosperous society in all respects.In the majority of ethnic minority areas,major diseases and chronic diseases are the main causes of leading or returning to poverty.This study was designed to make a project post-mortem on the winning programs of China College Students’"Internet+"Innovation and Entrepreneurship Competition carried out in ethnic minority areas,to explore and analyze the project originality,objective progress review and phased results evaluation.Based on the theories of triple helix model,this study will promote the coupling interaction among universities,government and enterprises to construct a new innovative scheme of health management in ethnic minority areas,to achieve the organic combination of precision medical technology and“Internet+”,and to solve the realistic predicament of poverty caused by illness under the new model of Internet+.
