摘 要:为了反映水环境安全的重要性,对社会水环境污染治理起到警示作用,本研究采用分解求和法估算,借鉴其他省区的水环境污染损失参数,选择新疆水环境污染在人体健康、种植业、工业、畜牧业、生活用水和生态6个方面造成的经济损失进行评估。研究结果表明,2017年水环境污染导致6个方面的经济总损失估值26.90亿元,占GDP的0.25%。通过水环境污染成本评估可为政府制定水生态环保政策提供依据。In order to reflect the importance of water environment safety and to provide a precaution effect to the treatment of water environment pollution,the article applied Decomposition-summation method for the cost evaluation of water pollution,with the reference to parameters of water environment pollution loss in other provinces and regions.The evaluation of economic loss caused by water pollution covers six aspects,namely,human health,plantation,industrial sector,animal husbandry,domestic water usage and ecological environment.The research result shows that the total economic loss caused by water pollution in the above six aspects reaching 2.69 billion RMB in the year 2017,accounting for 0.25%of total GDP.Based on the cost evaluation of water pollution,the article provides the basis and relevant information to support the government to formulate environmental protection policies.
