高校物资采购“放管服”改革中的问题与对策——以福建地方本科院校为视角

摘　　要：为响应国务院“简政放权、放管结合、优化服务”改革的要求,福建省地方本科院校在物资采购中采取措施,给二级单位放权,让其在限定金额、品目内自主采购,提高采购效率,满足教师教学、科研的期待。在改革实践中,暴露出怕放、怕接、监管缺位、服务不到位等问题。对这些现象产生的原因进行梳理并提出相应的对策,以期使“放管服”改革落到实处,并取得良好的成效。In order to respond to the reform of“simplifying administration and decentralization,combining decentralization with management and optimizing services”under the State Council,local undergraduate colleges and universities in Fujian Province have taken measures in material purchases to decentralize power to secondary faculties,so that they can purchase independently in limited amounts and items,improve procurement efficiency,and meet the expectations of teachers’teaching and scientific researches.In the reformation practices,there are some problems,such as the fear of release and receiving,absence of supervision,lack of service and so on.This paper analyses the causes of these phenomena and puts forward the corresponding countermeasures in order to carry out the reform of“simplifying administration and decentralization,combining decentralization with management and optimizing services”into practice and achieve good results.
