摘　　要：为了促进科技事业发展,激发科技创新创造活力,中共中央、国务院联合发布了推进“放管服”的科研经费管理政策的意见。在此背景下,为了避免高校科研经费管理“一放就乱”现象的发生,提出了通过提供全过程服务、构建高校科研经费管理信息系统、加强对科研经费管理的内控和监督、建立综合科研绩效评价体系加强科研经费的全过程管理,推进科研经费“放管服”政策在高校的实施,以期为高校科研经费管理提供借鉴。In order to promote the development of science and technology and stimulate the innovation and creativity of science and technology,the Central Committee of the Communist Party of China and the State Council jointly issued the opinions on promoting the policy of"delegating power and optimizing service"in scientific research fund management.In this context,to avoid the phenomenon of"disorderly management of scientific research funds"in colleges and universities,it is proposed to strengthen the whole process management of scientific research funds by providing the whole process service,building the management information system,strengthening the internal control and supervision,establishing the comprehensive scientific research performance evaluation system,and promoting the policy of"delegating power and optimizing service",so as to provide guidance and reference for the management of scientific research funds in colleges and universities.
