摘  要:非营利性民办高校已成为我国民办高等教育发展的主要选择。对分类管理前我国民办高校的经费数据进行分析后发现,民办高校存在资金来源结构单一、筹资责任分担不均和筹资水平较低等问题。筹资困境的成因,主要涉及国家支持力度不足、社会捐赠环境不成熟和民办高校自身公信力较低且筹资意识不强等。基于非营利性民办高校的组织属性、社会使命及世界私立高校的筹资经验,剖析非营利性民办高校多渠道筹资的可行性,并提出相关对策:中央政府应着力完善配套政策,地方政府应拓宽直接的财政扶持方式;非营利性民办高校应充分发挥身份转变带来的优势,设立专门的筹资部门,采用项目筹资的模式,积极开展社会捐赠活动。Non-profit non-governmental institutions of higher learning have become the inevitable choice for the development of non-governmental higher education in China.After analyzing the funding data of non-governmental institutions of higher learning prior to classified management,it is found that there exist problems of single funding source structure,uneven sharing of financing responsibilities,and low funding levels.The causes of the financing difficulties are mainly related to insufficient government support,immature social donation environment,and low credibility of non-governmental institutions of higher learning and weak financing awareness.Based on the organizational attributes,social mission of non-profit non-governmental institutions of higher learning and the financing experience of private universities in the world,the feasibility of multi-channel funding strategy is analyzed.It is proposed that the central government should focus on improving various support policies and local governments expand direct financial support methods,while non-profit non-governmental institutions of higher learning should give full play to the advantages brought by the change of status,set up a special fund-raising department,adopt project fund-raising model,and actively organize social donation activities.
