美国私立高校内部治理及启示--从制度环境、筹资方式到内部治理结构

摘　　要：随着高等教育规模的扩张和质量的提升,私立高校开始由“管理”向“治理”转变,研究其内部治理具有重要的理论和实践价值。美国在私立高校法律法规制定、资金筹集和内部治理结构上有着丰富的经验,尤其是对私立高校实行的分类管理制度,不仅有利于推动非营利性私立高校的崛起,也完善了私立高校的内部治理,为社会培养出更多人才。通过对美国私立高校内部治理的分析,提出我国民办高校应建立多元筹资渠道、落实分类管理办法和优化内部治理结构,以提高民办高校内部治理水平、推动高水平民办高校的发展。With the scale expansion and quality improvement of higher education,private universities begin to transform from“management”to“governance”,and the study of internal governance has important theoretical and practical values.The United States has extensive experiences in formulating laws and regulations,raising funds,and internal organizational structures of private universities.In particular,the classification management system implemented for private universities not only helps promote the rise of non-profit private universities,but also improves their internal governance and cultivate more talents for the society.By analyzing the internal governance of private universities in the United States,this paper proposes measures such as establishing multiple financing channels,implementing classified management methods,and optimizing internal governance structures,with a view to improving the internal governance of non-governmental institutions of higher learning and developing high-quality of nongovernmental higher education in China.
