民办高校融资瓶颈及对策建议

摘　　要：完善融资机制,是促进民办高校健康发展的重要保障.当前,民办高校融资存在4个方面突出问题:管理机制尚未理顺,投融资政策落地受阻;投融资渠道窄,获取融资难度高;融资信用机制缺失,信用管理服务匮乏;产权权益不清晰,流转退出制度不完善.为此,应当大力改善投融资政策环境,实行积极财税减免政策;全方位拓展融资渠道,增强教育融资便捷性;建立信用担保体系,完善信用管理服务;打造创新型融资平台,保障产权权益流转顺畅.Improving the financing mechanism is an important guarantee to promote the healthy development of private universities. At present, there are four prominent problems in the financing of private universities: the management mechanism has not been straightened out, and the investing and financing policies are lack of operability;the narrow financing channel makes it difficult to obtain financing support;financing credit mechanism is not perfect and credit management services are insufficient;property rights are not clear and the system of entrance and withdrawal still need to be perfected. Hence, we should vigorously improve the investing and financing policy environment, implement active fiscal and tax relief policies, expand financing channels in an all-round way to enhance the convenience of education financing, establish credit guarantee system, improve credit management services, and create an innovative financing platform to ensure the smooth transfer of property rights.
