摘  要:停车收费措施是缓解城市停车问题的有效措施,针对城市中心停车收费问题,建立路内路外联合停车收费定价模型。模型利用经济学中的最大化社会剩余来研究停车收费价格,将停车总成本分为出行时间成本、车辆巡航成本、能耗污染成本、停车缴费成本4部分。考虑车位数量已知和车位数量未知2种情况:在车位数量已知情况下,通过模型计算可知南坪商圈停车收费定价有待优化;而在车位数量未知情况下,模型计算结果给出最优的停车收费定价和车位规划数量。通过模型计算结果可知,当停车收费价格制定合理,能有效改善城市交通状况;若城市中心车位配建数量不足,要达到最优交通状况,需较高的停车费用。The parking charging is an effective measure to alleviate the problem of urban parking.In this paper,a parking pricing model for on-street and off-street joint parking pricing is established to address the problem of parking charges in urban centers.The model uses the maximum social surplus in economics to study parking pricing.The total parking cost is divided into four parts:travel time cost,vehicle cruise cost,energy consumption pollution cost,and parking payment cost.Considering the number of parking spaces is known and the number of parking spaces is unknown.The parking pricing of Nanping commercial area needs to be optimized through model calculations when the number of parking spaces is known.When the number of parking spaces is unknown,the model calculation result also gives the optimal parking pricing and number of parking spaces.According to the calculation results of the model,it can be known that when the parking charging price is reasonable,it can effectively improve urban traffic conditions.when the number of parking spaces in the city center is insufficient,it is necessary to achieve optimal traffic conditions,corresponding to higher parking fees.
