摘  要:国家产业转型升级的实现,离不开高技能职业人才的培养。本文使用上海都市社区调查(SUNS)数据,考察不同用工形式对劳动者所在工作机构提供职业技能培训的差异,从实证的角度研究劳动安全对劳动者所在工作机构提供职业技能培训的影响。结果显示,不同用工形式劳动者所在工作机构在是否提供职业技能培训机会方面存在明显差异,劳动保护程度与工作单位性质均对工作单位是否提供或资助劳动者进行职业技能培训有明显影响。劳务派遣者虽然在劳动保护方面不如非劳务派遣者,但是由于更多受到工作单位性质的影响,劳务派遣者获得所在工作机构职业技能培训的机会明显高于非劳务派遣者。This article uses data from the Shanghai Urban Neighborhood Survey(SUNS)to examine the differences in vocational skills training provided by workers’working institutions because of different forms of employment,and to study the impact of labor safety on vocational skills training provided by workers’working institutions from an empirical perspective.The results show that there are significant differences between different employment forms on whether the working institutions provide vocational skills training opportunities,and the degree of labor protection and the nature of the work unit have a significant impact on whether the work unit provides or subsidizes the laborers to carry out vocational skill training.Although labor dispatchers are not as good as non-labor dispatchers in terms of labor protection,due to the greater influence of the nature of the work unit,labor dispatchers have significantly higher opportunities to obtain vocational skills training in their work institutions than non-labor dispatchers.
