摘 要:在绿色能源与可持续发展的要求下,环境管制成为约束燃煤发电污染排放的重要因素。基于能值理论并结合案例研究,分析了燃煤电厂的脱硫、脱硝和除尘三大环境治理系统以及整体的投入产出,并用改进的能值指标对燃煤电厂的环境治理系统以及整体的可持续性进行评估。研究发现,尽管环境治理系统将环境负荷控制在较低水平,但是环境治理过程可再生资源的消耗,燃煤电厂整体环境负荷高而环境可持续性低。在与火电行业平均水平及环境管制目标要求进行比较后发现,虽然燃煤电厂污染物排放达标,但是在环保技术的节能改进以及负产出的综合利用方面还有待提高。该项研究对环境管制政策的制定以及火电行业的清洁生产具有重要意义。Under the requirements of green energy and sustainable development,environmental regulation has become an important factor restricting pollution emissions from coal-fired power generation.Under the background of environmental regulation,coal-fired power generation has paid more attention to green production while improving the efficiency of power generation.Based on the basic theory of emergy analysis and combined with a case study,the three major environmental management systems for desulfurization,denitration and dust removal of a coal-fired power plant and the overall input-output of a coal-fired power plant are analyzed.The improved emergy index evaluates the environmental management system of coal-fired power plants and the overall sustainability of coal-fired power plants.The study found that although the environmental management system controls the environmental load of pollution emissions at a low level,the consumption of renewable resources in the environmental treatment process consumes a large amount of renewable resources due to the environmental treatment.The overall environmental load of coal-fired power plants is high and the environmental sustainability is low.After comparing with the results of the emergy analysis of the industry average and environmental regulation target requirements,it was found that although the coal-fired power plants have reached the pollutant emission standards,there is still room for improvement in energy conservation of environmental protection technology and comprehensive utilization of negative output.The research in this paper is of great significance to the formulation of environmental regulation policies and cleaner production in the coal-fired power generation industry.
