摘　　要：高校医药科技成果转化通常伴随交易行为的发生,目前,交易成本已被认为是影响交易结果和转化进程的关键因素。鉴于高校医药科技成果转化率低的现状,首先确定影响其转化的交易成本,并找出各项成本不合理增长的原因;然后基于交易成本的治理结构,提出引入"高校科技服务中介"的第三方治理是控制交易成本的有效手段;最后从信息咨询、价值评估、法律服务、项目跟踪、人才培养等方面对服务中介进行职能构建,从而达到针对性降低交易成本的目的。The transformation of medical scientific and technological achievements in universities is usually accompanied by transaction behaviors. Transaction cost has been considered to be the key factor that affects transaction result and transformation process. Given the low efficiency of the medical science and technology transfer in universities, the transaction costs that affect the transformation, and the reasons of unreasonable increase of such costs are firstly identified. Then, based on the governance of transaction cost, this paper puts forward that introducing the third-party governance of "university science and technology service intermediary" is an effective means to control transaction cost. Finally, the function of service intermediary is constructed from the aspects of information consultation, value assessment, legal service, project tracking and talent training, so as to achieve the purpose of reducing transaction cost pertinently.
