科技伦理治理视域下科技项目实施的伦理责任论析

摘　　要：在科技项目实施中要承担相应的科技伦理责任。科技项目立项前科学技术研究人员要树立正确的科学技术观和负责任的研究与创新理念,并让利益相关者广泛参与项目立项决策,承担好项目的预评估责任。科技项目研究过程中,科学技术研究人员要主动管控可能出现的负面影响,始终有贯穿每个研究细节的责任自觉,主动减少和停止负面影响。科技成果推广和运用过程中科学技术研究人员要承担科普责任,推动使用者正确运用成果,促进公众科学素养提升,促进形成科技信任文化氛围。在科技项目实施中始终要贯穿诚实守信的责任。The researcher should assume the corresponding scientific and technological ethical responsibility, when they participate in research science and technology projects. Before starting a science and technology project, the researchers should establish a correct view of science and technology, as well as a responsible concept of research and innovation. Stakeholders of the project should not only participate in the project decision-making work extensively, but also undertake the pre-assessment responsibility of the project. During the research of science and technology projects, the researchers should control possible negative effects actively, always keep the responsibility for every detail of the research and reduce or stop negative impacts actively.In the process of promoting the application of scientific and technological achievements, the researchers should help users correctly apply scientific and technological achievements. Through such popular science activities, we will promote the public’s scientific literacy and form a culture of trust in science and technology. Scientific and technological researchers should have the responsibility of being honest and trustworthy during the implementation of the project.
