摘 要:通过对"一带一路"沿线国家典型资历框架构建案例及经验的分析,总结我国资历框架建设存在的问题,包括教育系统内部分立、缺少统一的标准体系、资历认证管理机构不统一、资历认证方式较为单一、行业企业缺乏积极性、运行体系和质量保障机制不健全以及国际对接存在困难等。在"一带一路"背景下我国应加快建立国家层级的资历框架,重视与沿线国家资历框架的对接,构建自上而下的国家资历框架质量保证体系,完善实施国家资历框架的系列支撑制度,丰富学习成果评审认证的维度,鼓励多元主体共同参与资历框架建设,为国家资历框架的推广和实施营造良好的社会氛围。Through the case and experience analysis of the typical qualification framework of the countries along the“Belt and Road”,the problems in the construction of China s qualification framework are summarized,including the partiality of the education system,the lack of a unified standard system,the inconsistency of the qualification certification management institutions,and the single qualification certification method,the lack of enthusiasm of the industry and the lack of operating system and quality assurance mechanism as well as the difficult international docking.In the context of the“Belt and Road”,China should speed up the establishment of a national-level qualifications framework,attach importance to the interface with the national qualifications framework along the line,build a top-down national qualification framework quality assurance system,improve the implementation of the national qualification framework series of support systems,enrich the dimension of learning achievement evaluation and certification,encourage multiple entities to participate in the construction of the qualifications framework and create a good social atmosphere for the promotion and implementation of the national qualifications framework.
