摘  要:20世纪90年代末兴起的新建本科院校,在寻找个性化办学定位与特色发展策略初期,普遍以应用型作为学校转型发展的关键词。但是,在实际的办学过程中,这类院校普遍偏离应用型,最后回归传统学术型。近年政府力推高校分类发展,尤其是推动新建本科院校整体转向应用技术型大学,构建现代高等职业教育体系。从高校改革与发展动态看,新建本科院校新一轮应用转型依然困难重重。转型障碍的深层原因之一在于,定位于本科高职不利于新建本科院校应用转型,需要从应用型大学的高度与广度引领新一轮应用转型;同时,作为率先突破传统学术范式的新建本科院校,需要政府、高校与社会其他各界相互配合,各自发挥不同作用,共推其由传统学术型逐渐转向学术应用型。Newly built universities rising in the early days of the 1990s, in the early stage of searching for individualized orientation and characteristic development strategies, generally used "application-oriented" as the key word for university transformation and development. However, in the actual process of running schools, those universities go further and further away from the application type, eventually return to the traditional academic type. In recent years, the government has promoted the development of university classification, especially the overall transformation of the newly built universities into applied technology universities. From the perspective of university reform and development, it is still difficult to achieve such expectations. The research shows that the positioning of undergraduate higher vocational education is not conducive to the application transformation of newly built universities, and it needs to lead a new round of application transformation from the height and breadth of applied universities. Meanwhile, as the first batch of universities to break through the traditional academic mode, the newly built universities demand that the government, university and other sectors of society cooperate with each other, and each play a different role in pushing these universities to achieve the transition from traditional academic model into academic application.
