摘　　要：公共管理学的边界危机不仅模糊了它和其他学科的区别,而且危及了学科独立身份和地位。但对边界危机的分析不能仅停留在"是否该有边界"这一简单笼统的争辩之上,必须深入探讨学科边界的多样性和复杂性。学科边界不仅有内、外边界的不同层次,也有问题、体系和学者边界的不同类型。作为一门交叉开放学科,公共管理学不仅必须重建以研究政府行政为核心的明确稳定的学科内边界,而且必须建立以研究政府行政相关外围问题为主的虽模糊动态但确实存在的学科外边界,同时还必须建立有效且自然的学科问题、体系和学者边界。这些边界相互影响,共同构成了学科边界的复合嵌套形态。研究不仅对公共管理学的学科边界危机进行了系统性问题诊断,而且提出了具体解决方案,形成了一个新学科发展纲领。The boundary crisis of public administration not only blurs its distinction from other disciplines,but also endangers its independent identity and status. However,the analysis of the boundary crisis should not be confined to the simple and general debate of "whether there should be a boundary". It is necessary to probe into the diversity and complexity of the disciplinary boundary. There are not only different levels of disciplinary boundaries (inner and outer) boundaries,but also different types (problem,system,and scholar or researcher). As an interdisciplinary and open discipline,public administration must not only establish a clear and stable inner boundary of the discipline centered on the study of government administration,but also establish a vague and dynamic outer boundary of the discipline centered on the study of government administration-related peripheral issues,which does exist clearly. At the same time,it must also establish effective and natural disciplinary problem,system,and scholar boundaries. These boundaries interact with each other and show a complex nested form of disciplinary boundaries. The research not only diagnoses the discipline boundary crisis of public administration systematically,but also puts forward specific solutions and provides a new programme of disciplinary development of public administration.
