摘 要:1949~1956年建国初期,新中国为了消除从旧社会过来的高校师生对新政权的顾虑、观望与犹豫,制定实施了一系列人文关怀政策,开创了新中国高校人文关怀的先河。文章介绍了新中国初期高校人文关怀政策的历史背景,分析了《共同纲领》、“包下来”政策、思想改造运动和“双百”方针等人文关怀政策,阐述了新中国初期党和人民政府对高校师生的人文关怀,加强高校教师的政治认同,提升其思想觉悟,使得高校师生在中国共产党的领导下,积极投身于新中国社会主义建设事业。The period from 1949 to 1956 was the early stage of the founding of the People's Republic of China.In order to eliminate the worries,wait-and-see and hesitation of college teachers and students from the old soci⁃ety about the new regime,the CPC central committee launched a series of humanistic care policies,which was the first time to initiate the humanistic care of colleges and universities in New China.This paper introduces the historical background of humanistic care policies in colleges and universities in the early period of New China,analyzes those policies such as the Common Program,the policy of"package down",the movement of ideologi⁃cal reform and the policy of"double hundred",expounds the humanistic care of the Party and the government in colleges and universities.By strengthening political identity and raising ideological awareness,college teachers un⁃der the leadership of the Communist Party can actively devote themselves to the construction of socialism in New China.
