摘　　要：本文审查了在地方一级执行新环境管理法的主要问题,并就其现状、原因和完善《环境管理法》的执行制度提出了改革意见和建议。加强《环境管理法》的执行,依法改善管理的公平性。This article examines the main issues in the implementation of the new environmental management law at the local level,and proposes reform opinions and suggestions on its current status,reasons,and improving the implementation system of the Environmental Management Law.Strengthen the implementation of the Environmental Management Law and improve the fairness of water management in accordance with the law.
