摘　　要：风险沟通是重大公共安全事件防控的核心能力之一,有效的风险沟通对于风险决策、认知和行为起着至关重要的作用。多个学科从不同的视角和侧重点就重大公共安全事件防控的风险沟通进行了讨论,但只有对风险沟通的复杂过程进行综合性的认识与分析,才有可能将不同学科的贡献有效地结合起来,从而切实改进重大安全事件防控风险沟通实践。因此,本文提出一个重大公共安全事件防控风险沟通的整合性认识框架,并在此基础上,对制定基于证据审查的风险沟通操作计划、增加政府机构的社交媒体网络可见度、更好地沟通不确定性等可能路径进行了讨论。As the core of prevention and control of major public security events,effective risk communication plays a crucial role in risk decision-making,perception and action.Multiple disciplines have discussed risk communication from different perspectives and focuses.However,only by comprehensive cognition and analysis of its complexity can the contribution of different disciplines be effectively combined to enhance its practice substantially.Therefore,this paper proposes an integrated framework for full understanding of risk communication,and thereupon points out possible paths,such as formulating its plans under evidence review,improving the transparency of governmental social media,and better communicating uncertain risks.
