文明视角下“一带一路”倡议的内在逻辑

摘　　要：“一带一路”倡议,作为一个东方大国借助历史文明符号而实施的国家计划,其内在逻辑理应提升至文明的视角来考量。其具有顺应历史文明与当代文明走向的道义逻辑,是东方文明向世界文明中心回归的必然,是带动陆地与海洋经济并进的有效路径和促进新型国际经济规则形成的实践;其具有诠释中国文明崛起的智慧逻辑,在确立全方位开放的态势的同时,也要把握推进战略的时机性;其具有追求共同发展文明理念的行动逻辑,致力于推进共同的治理文明、寻求契合的经济发展目标,并实现历史文明、生态文明的保护。The"One Belt One Road"initiative,as a national plan carried out by a big eastern country with the help of historical civilization symbols.Its internal logic should be elevated to the point of view of civilization.It has the deontic logic that conforms to the trend of historical civilization and contemporary civilization,is the inevitable return of oriental civilization to the center of world civilization,is the effective way to promote the development of land and sea economy and the practice to promote the formation of new international economic rules.It has the wisdom logic to interpret the rise of Chinese civilization.While establishing the trend of all-round opening,we should also grasp the opportunity of promoting the strategy.It has the action logic of pursuing the concept of common development and civilization,and is committed to promoting common governance and civilization,seeking compatible economic development goals,and at the same time,realizing the protection of historical civilization and ecological civilization.
