摘 要:基于ASPEN报告,对美国体育素养计划的背景意义、内涵目标、结构内容及基本特征进行了研究。结果表明:战略意图上,面对久坐不动、体力活动率下降、肥胖等困扰已久的公共健康问题,美国政府希望从根源入手,制定具有突破性的儿童青少年健康治理战略——体育素养计划;制定程序上,美国政府积极借鉴别国先进经验,基于大量实证调查分析,以儿童身心发展规律为重点,采用多部门协调联动推行。对我国儿童青少年体育素养培养的启示如下:正确认识体育素养价值,充分发挥家长引领角色;依据发达国家成功经验,研制体育素养标准;以学校体育课程改革为契机,全面推行体育素养战略,多部门协同推动,建立联动共享的实施环境。The paper analyses the background significance,connotation goal,structure content and basic characteristics of American sports literacy plan based on the ASPEN report.The research shows that the U.S.government wants to make breakthrough in making child and adolescent health management strategy,sports literacy program to tackle the problems of sedentary,physical activity rate decline,obesity and other long-suffering public health problems;the U.S.government actively learn from other countries,based on a large number of empirical research and analysis,focusing on the laws of children's physical and mental development,and adopted the multi-sector coordinated implementation.It has the enlightenment of:correctly understanding the value of sports literacy and giving full play to the leading role of parents;developing sports literacy standards according to the successful experience of developed countries;taking the reform of school physical education curriculum as an opportunity to carry out the sports literacy strategy in an all-round way;promoting multi-sector cooperation and establishing a joint and shared implementation environment.
