摘 要:人才项目政策是一项择优才而育之的重点培育政策,却在学术权力、行政权力与统筹权力的变通运作中衍生出"唯帽子"现象。由于同行评议制度难以完全依赖学术权力独立运行,学术人员大多需要通过竞争"帽子"头衔获取体制认可,学术权力陷入生存之困;过多的外部规制使大学在"帽子"符号的等价逻辑中面临两难选择,行政权力陷入运作之困;地方政府对人才工作的政绩工程化诠释引发公平悖论,统筹权力陷入运作之困。实现政府治理范式的法治化转型是化解"唯帽子"现象的前提,在此基础上还需增强学术共同体内部的公信力,弱化利益驱动的评价导向,强化行政权力的制度规范,通过约束性政策完善针对地方政府的问责机制。The policy of talent project is a key policy of cultivating talents,but in the flexible operation of academic power,administrative power and overall planning power,there is a phenomenon of"titles-only".Because peer review is difficult to operate independently on academic power,academic personnel have to obtain institutional recognition through competing for titles,and academic power is trapped in survival dilemma;Excessive external regulations make the university face a dilemma in the equivalent logic of the title symbol,and the administrative power is trapped in operation;The local government’s engineering interpretation of talent work results in the paradox of fairness,and the overall power is trapped in the operation.To realize the transformation of the rule of law of the government governance paradigm is the premise of resolving the phenomenon of"titles-only".On this basis,it required to strengthen the credibility of the academic community,weaken the evaluation guidance driven by interests,strengthen the institutional norms of administrative power,and improve the accountability mechanism for local governments through binding policies.
