双重政府博弈下的大国海洋产业集聚:一个理论分析框架

摘　　要：海洋产业集聚是区域海洋经济发展的重要推动力,发挥地区海洋产业集聚优势与政府行为有着密切关系。基于大国的经济分权特征,通过构建完全信息与不完全信息的动态博弈模型,对我国双重政府博弈下的区域海洋产业集聚进行分析。研究结果表明,一方面,在经济利益与政治晋升激励下,地方政府之间的竞争博弈使得地区之间海洋产业集聚难以实现合意性,从而导致资源环境条件恶化,发展不可持续;另一方面,尽管在中央政府和地方政府的博弈中可以通过加强宏观调控实现海洋产业集聚度最优,但需要满足完备的信息传递机制、长期充裕的财政投入等苛刻条件。因此,产业集聚视角下的我国区域海洋经济发展需要进一步转变激励机制,加强综合管理与调控,通过集聚实现区域海洋经济的高质量发展。Marine industrial agglomeration is an important impetus to regional marine economic development,and the advantages of regional marine industrial agglomeration has close relationship with governmental behaviors.Based on economic decentralization feature of a great power,by building a dynamic game model of complete information and incomplete information,this article analyzes regional marine industrial agglomeration under dual government game.The results show that under incentive of economic returns and political promotion,competitive game between local governments is difficult to realize thedesirability of marine industrial agglomeration,and even leads to the deterioration of resource and environmental conditions and unsustainable development.Even though in the game between central government and local governments,strengthening macroeconomic control can realize optimization of marine industrial agglomeration,it needs to meet tough conditions such as complete information transfer mechanism,and long-term abundant financial investment.Therefore,from an industrial agglomeration perspective,marine economic development requires further transforming its incentive mechanism and strengthening integrated management and regulation in order to realize high-quality development of regional marine economy by agglomeration.
