摘 要:澳大利亚先于其他国家提出教师发展理念的“教师专业化”,通过职前与职后一体化教师专业标准的引领,对教师管理机构实行“联邦集权、州政府分权”相结合的管理体制,强化认证标准、认证主体、认证过程三维一体的认证机制,对职前教师培养采取由师范院校培养师资、“定向型”与“非定向型”相结合的模式,对职后教师培养模式采取政府、高校、校本三方各自培养的形式。通过借鉴澳大利亚在教师专业发展上的经验,结合我国教师专业发展的实际情况,提出要强化教师专业发展理念与政策引领,重视教师专业发展机构的设置,用资格认证标准来引领教师专业发展,加强教师聘任制度的评价,强化教师专业发展模式的变革等举措,以期为我国教师专业发展提供一些启示。Australia proposes the concept of“teacher professionalization”that precedes other countries in the area of teacher development.Through the guidance of the integration of pre-service and post-service teacher professional standards,this model implements a management system that combines“centralization of federal power and decentralization of state government”for teacher management institutions,strengthens the three-dimensional certification mechanism integrating certification standards,certification subjects and certification process,adopts a combination of teacher training in normal colleges,a combination of"directional"and"non-directional"for the pre-service teacher training model,and adopts the form of respective cultivation by government,college,and school-based training for the post-service teacher training model.Based on the experience of teachers’professional development in Australia and combined with the actual situation of teachers’professional development in China,it is proposed to strengthen the teacher’s professional development concept and policy guidance,attach importance to the establishment of teachers’professional development institutions,use qualification standards to guide teachers’professional development,strengthen the evaluation of teacher appointment system,and intensify the reform of teacher professional development model and other measures in order to provide some inspiration and reference for the professional development of teachers in China.
