摘 要:为寻找港口为效率增进而付出的总成本与其因效率增进而获得的总收益之间的关系,探索集装箱港口效率增进的付出补偿机制,寻找效率增进途径。从时间要素的角度分析港口效率损失,构建效率增进的付出补偿模型,分析港口效率增进的付出与补偿关系,并明确效率增进的努力方向为减少效率损失。得出结论:效率损失的本质是时间;当增进效率付出的成本较小时,其驱动力来自竞争;当增进效率付出的成本较大时,需要靠来自政府的补偿,补偿的大小应根据效率增进的结果(而不是过程)而定。In order to find out the relationship between the total cost paid by the port for improving efficiency and the total revenue gained by improving efficiency,the payment compensation mechanism for improvement of container port efficiency is explored to find ways of improving efficiency.The loss of port efficiency is analyzed from the perspective of time factor,and the payment compensation model for efficiency improvement is built to analyze the relationship between the payment and compensation of port efficiency improvement.It is defined that the direction of efficiency improvement is to reduce the loss of efficiency.It is concluded that:the essence of efficiency loss is time;when the payment cost for improving efficiency is smaller,its driving force comes from competition;when the payment cost for improving efficiency is larger,it needs to rely on the compensation from the government,and the size of compensation should be determined by the result(not the process)of efficiency improvement.
