摘　　要：以详实的数据分析了我国制造业大而不强的发展现状,以及制造业自主创新能力不强、科技供给能力不足的问题,提出了促进制造业高质量发展的政策建议。一是要推进创新主体功能定位清晰、资源配置合理、科研力量集中的新型国家创新体系建设;二是加强基础与应用基础研究,为制造业发展提供科技源泉;三是建立核心关键技术自主可控的智能制造体系,为我国制造业高质量发展提供有效的科技供给。Based on the detailed data,this paper analyzes the current situation of China's manufacturing industry which is big but not strong,as well as the problems of manufacturing industry's weak independent innovation capacity and insuf f icient supply capacity of science and technolog y,and puts forward policy suggestions to promote the high-quality development of manufacturing industry.First,we need to promote the construction of a new national innovation system with clear innovation subject function,reasonable resource allocation and concentrated scientif ic research force.Second,we need to strengthen basic and applied basic research to provide scientif ic and technological sources for the development of manufacturing industry.Third,we need to establish an independent and controllable intelligent manufacturing system with core key technologies to provide an effective supply of science and technology for the high-quality development of China's manufacturing industry.
