摘　　要：发端于1857年的印度附属学院制度,大大促进了印度高等教育的快速发展。20世纪60年代随着附属学院的快速发展,附属学院的管理与自主发展的需求皆受到限制。于是,用自治学院代替附属学院的建议被提出,自治学院可在课程创新修订、考试与评估、学院管理等方面拥有一定的自治权。在相关指导方针和资助下,自治学院纷纷建立并日渐发展,最终形成一定规模。但自治学院现面临着学术自治受限、管理自治的两难及财务自治的矛盾等困境,未来印度促进自治学院发展可采取的措施有:改革认证监管条例,试点纳附大学自行认证自治学院;邦政府、纳附大学和自治学院形成紧密的合作伙伴关系;促进自治学院在服务地方中获得更大的发展空间。The Indian affiliated college system,which originated in 1857,has greatly promoted the rapid development of higher education in India.In 1960s,with the rapid development of affiliated colleges,some problems became more and more prominent.Therefore,the proposal of replacing affiliated colleges with autonomous colleges was put forward,which granted autonomous colleges some autonomy in curriculum innovation and revision,examination and evaluation,and college management.Then,under the guidelines and funding,autonomous colleges have been established and gradually developed,and eventually formed a certain scale.However,the current development of the Autonomous College is faced with the dilemma of limited academic autonomy,management autonomy and the contradiction of financial autonomy.The measures that can be taken to promote the development of autonomous colleges in India in the future include reforming the certification regulations,piloting the self-accredited autonomous colleges of affiliating universities,forming close partnerships among the state government,affiliating universities and autonomous colleges,and promoting autonomous colleges to obtain more development space in the service area.
