生态清洁型小流域综合治理与产业扶贫结合的治理模式探讨

摘　　要：自国家实施精准扶贫以来,为进一步推动产业扶贫工作,广西各地积极创新治理模式,依托生态清洁型小流域治理项目,打造水土保持与精准扶贫产业相结合的示范基地,逐步提升水土保持综合治理水平。以平南县新隆河(新隆段)生态清洁型小流域综合治理工程为例,介绍项目实施背景、措施配置,并分析工程带来的经济、生态及社会效益,论述生态清洁型小流域综合治理对加快社会主义新农村建设步伐和建设生态文明的意义。Since the policy of targeted poverty alleviation was implemented in China,in order to further promote industrial poverty alleviation,Guangxi has actively innovated the management mode,relied on the ecological clean small watershed harnessing projects,built a demonstration base combining soil and water conservation with targeted poverty alleviation industry,and gradually improved the comprehensive management level of soil and water conservation.Taking the Xinlong River ecological clean small watershed harnessing project located at Pingnan County as example,the author presented the construction background and adopted measures of the project,analyzed the economic,ecological and social benefits resulted from the project,and demonstrated the significance of ecological clean small watershed comprehensive harnessing for accelerating construction of socialist new countryside and ecological civilization.
